Budget Casserole Recipe

Just as the name says, its cheap and delious and very easy to make.

Ingredients
1 lb. ground beef
1/2 C. uncooked regular rice
3 large onions - sliced
2 tsp. salt
1 large green pepper - chopped
1 to 2 tsp. chili powder
1 (16 oz..) can tomatoes
1/8 tsp. pepper
